Sport and Recreation has produced the following resources to support the planning, development and management of active recreation and sport facilities.
ACT Ice Sports Facility Options Analysis Report
The ACT Government has released the ACT Ice Sports Facility Options Analysis Report which explores the merit of three different options for future ice sports facilities in Canberra.
Commissioned by the ACT Government in August 2017 and compiled by Lockbridge, the report looked at how big the rink (or rinks) would need to be, the size of the parcel of land required, facility program requirements, capital cost, operating costs and potential funding scenarios.
To inform the report, Lockbridge consulted with representatives from the local and interstate ice sports industry, including operators in Melbourne and Perth.
Over the past 16 months the government also worked closely with the ACT Ice Sports Federation to clarify the type of facility that would meet the needs of our ice sports community, create economic opportunities through competition and other events, and enable Canberrans to stay active and healthy.
Strategic Review of Bowls in the ACT Report
The Strategic Facility Review of Bowls in the ACT Report includes financial/membership analysis and economic/market insights of bowls clubs in the ACT and provides a range of recommendations that aim to improve the future sustainability of the sport.

Planning for Indoor Facilities and Other Sport and Recreation Infrastructure
The ACT is Australia’s most active state or territory and the ACT Government recognises the current and future demand for indoor sport and recreation facilities in Canberra.
The Planning for Indoor Facilities and Other Sport and Recreation Infrastructure Report focuses on determining the preferred facility mix for further indoor sports provision in the ACT.
The report, completed by Otium Planning, focused on the sports with the highest participation rates in Canberra including basketball, football and gymnastics.
The report considered recommendations from the 2016 ACT Indoor Sports Facility Study and stakeholder feedback provided by Basketball ACT, Capital Football, Gymnastics ACT and the Woden, Belconnen and Gungahlin Community Councils.
The ACT Government response, agrees with five of the eight recommendations and will include working with;
- Capital Football on the new ‘Home of Football’ in Throsby, which will include indoor futsal courts.
- Gymnastics ACT to scope a new State Training Centre in Belconnen; and
- Basketball ACT to explore further provision of basketball facilities in the Belconnen region.
Female Friendly Change Rooms
Access to facilities that support and enhance participation is critical for women's sports at all levels, from grassroots through to elite. The Female Friendly Change Rooms @ Sporting Facilities document provides information and advice on how to deliver more inclusive and comfortable change room facilities for all to use.
This Planning Framework has been prepared to help guide future planning decisions for ACT Government aquatic facilities by providing a summary of current context and demand for aquatic facilities across the ACT. To achieve that it has been essential to bring together recent data and information to better understand the current and potential future mix of Aquatic Facilities in the ACT and to summarise it in this framework.
The framework’s findings are intended to guide further consultation, setting of priorities, and decision making with a focus on the future direction of Government funded Aquatic Facilities in the ACT. Although private facilities are referenced as providing for market and specialist needs, the framework focuses principally on ACT Government facilities, noting that private / commercial facilities play a role in the market and overall provision of aquatic facilities and services in the ACT.
As a planning framework it is an informed guide for consideration and reference. It does not commit this government, or any future government, to provide partial or full funding for any of the identified projects within any specific timeframe. Generally, the progression of any of the identified projects will be subject to future detailed design processes, as outlined in this document, including appropriate stakeholder consultation.
